Licensing to undertake processing and refining is now passed to the Ministry of Industry, though further clarity is sought on some licensing aspects. Reggy outlined a number of small, though significant, changes introduced by the New Mining Law, that tend to simplify some matters, and perhaps leads away from the old One-size-fits-all approach. Reggy essentially pick apart selected aspects of this law. Reggy Firmansyah, senior partner at UMBRA -Strategic Legal Solutions spoke on “ Downstream Mining Industry under the New Mining Law”. Many players may wait till the mining & smelting business environment is further defined. Many implementing regulations remain valid, and new regulations are coming. The COVID 19 pandemic is an immediate and unforeseen challenge for the construction and operation of the smelter industry. There are a number of modified definitions that may lead to a more apt implementation of the Law. There is a general industry acknowledgement that the New Law is a positive step towards certainty, clarifies the issue of extensions for COW & CCOW, along with centralizing much authority with the Minister. The amendments to the mining law 4/2009 have now been issued as Law 3 of 2020, and were circulated by local media that morning. Hendra Sinadia, executive director of the Indonesian Coal Mining Association set the scene for this webinar. The webinar was held in English, with Hendra acting as moderator with two distinguished speakers. The focus of this webinar was the question “ Will the new mining law boost smelter development”. On the 17 June 2020, and Coal Asia presented the third and final webinar on the new mining law in Indonesia.
